You mean the International African Arts Festival
This annual festival takes place during the July 4th weekend, and is now held in Coffey Park downtown. See their website for more info.

"Born on a stage in front of 10 Claver Place in Brooklyn in 1971, the International African Arts Festival has succeeded beyond anyone's expectations. It was organized by members of The East organization, which was headquartered at that address.
The Festival, known then as the African Street Carnival, attracted community members interested in the Black Power Movement and in learning more about African cultural heritage. Before long, the celebration became a block party with a cultural attitude and a great stage show.
The block party soon stretched over a weekend, as people across the New York metropolitan area fell in love with the jazz, African dance and African fashion shows, beautiful handmade art and crafts and mouth-watering foods.
Quickly, this most-anticipated Black cultural event on the east coast outgrew its name and Claver Place and moved to the Boys and Girls High field as the African Street Festival. "
